What the certification actually does
Diversity spend is easy to commit to and hard to fill. Most buyers do not fail on intent. They fail on finding certified vendors who can actually deliver the work.
The federal government sets an annual contracting goal for Women-Owned Small Businesses, and prime contractors on large awards carry subcontracting plans they are measured against. Corporate supplier diversity programs work the same way, with targets that get reported upward whether or not they were met.
